If you are an engineer planning Australian permanent residency, the Engineers Australia skills assessment is usually the first formal step, and it is where many applications from India and Malaysia stall. Engineers Australia (EA) is the assessing authority for most engineering occupations on Australia's skilled lists. Without a positive outcome letter from EA, you cannot lodge a valid Expression of Interest (EOI) for a 189, 190 or 491 visa in an engineering occupation.
This guide covers the Engineers Australia skills assessment in 2026: which pathway you fall into, the fees that apply for the 2026–27 year, the English scores EA now asks for, how the Competency Demonstration Report (CDR) works, and the mistakes that lead to negative outcomes. Information is current as of 30 October 2026.
Engineers Australia skills assessment 2026: key facts
- Who assesses: Engineers Australia, for professional engineer, engineering technologist, engineering associate and engineering manager occupations.
- Three pathways: Australian accredited qualification, Washington/Sydney/Dublin Accord qualification, or Competency Demonstration Report (CDR).
- Fees (incl. GST, 2026–27): $346.50 (Australian accredited), $555.50 (Accord), $1,034 (CDR). Fast track is an extra $396.
- Timing: Standard applications generally take about 15 weeks just to be assigned to an assessor. Fast track gets you assigned within 20 business days. Neither is an outcome date.
- English: For tests sat on or after 7 August 2025, IELTS 6 in each band, or PTE Academic Listening 47, Reading 48, Writing 51, Speaking 54.
- Gaps: If EA finds a gap, you get one 30-day opportunity to fix it.
- Validity: EA's letter does not expire with EA, but Home Affairs sets how long it can be used for a visa (generally three years for skilled visas).

Choosing the wrong pathway is one of the most expensive mistakes, because a rejected pathway means paying again. EA sets out three routes on its migration skills assessment page.
1. Australian accredited qualification
This is for graduates of engineering programs accredited by EA, where you started the course during or after the accreditation commencement year. Since 1 September 2024, only EA-accredited Advanced Diploma and Associate Degree qualifications are eligible at the associate level. Most Indian and Malaysian students who completed an accredited Bachelor of Engineering (Honours) or Master of Professional Engineering in Australia use this route.
2. Washington, Sydney or Dublin Accord qualification
The Accords are international agreements between engineering accreditation bodies. If your degree was accredited by a signatory body at the time you graduated, EA can recognise it without a CDR.
- Washington Accord covers professional engineer degrees.
- Sydney Accord covers engineering technologist qualifications.
- Dublin Accord covers engineering associate (technician) qualifications.
The qualification must be fully accredited (provisional accreditation is not enough) and you must have completed it within the accredited period.
3. Competency Demonstration Report (CDR)
The CDR pathway applies if your degree is not accredited under an Accord, if it was only provisionally accredited, if your nominated occupation differs from the title of your qualification, or if you are relying on combined qualifications. It is the most common route for engineers trained in India outside Tier-1 accredited programs, and the most demanding to prepare.
The India and Malaysia angle: Accord or CDR?
Many applicants assume their degree is "Washington Accord" because their country is a signatory. That is not how it works. The specific program, the institution and your graduation date all matter.
- India: India, through the National Board of Accreditation (NBA), became a permanent Washington Accord signatory on 13 June 2014. According to the NBA, only NBA-accredited programs offered by Tier-1 institutions are eligible, and only for graduates who completed the program on or after 13 June 2014 and within the accreditation period. A B.Tech from an NBA-accredited Tier-2 college, or a degree completed before June 2014, will usually need a CDR.
- Malaysia: Malaysia became a full Washington Accord signatory in June 2009 through the Board of Engineers Malaysia, with programs accredited by the Engineering Accreditation Council (EAC). Check that your specific program held full EAC accreditation for your year of graduation, not just that your university has accredited programs.
Before you pay, get your university's accreditation letter or check the accreditation body's published list for your program and intake year. If there is any doubt, a CDR is often the safer choice than paying the Accord fee and being redirected.

English requirements: the August 2025 change
EA's application guide, Prepare your migration skills assessment application, sets different minimums depending on when you sat the test. For tests taken on or after 7 August 2025:
| Test | Listening | Reading | Writing | Speaking |
|---|---|---|---|---|
| IELTS (General or Academic) | 6 | 6 | 6 | 6 |
| PTE Academic | 47 | 48 | 51 | 54 |
| TOEFL iBT | 16 | 16 | 19 | 19 |
| Cambridge C1 Advanced | 169 | 169 | 169 | 169 |
| LANGUAGECERT Academic | 57 | 60 | 64 | 70 |
| Michigan English Test | 56 | 55 | 57 | 48 |
| CELPIP General | 7 | 7 | 7 | 7 |
Tests taken on or before 6 August 2025 are assessed against the older minimums (for example, PTE 50 in each component). Other rules worth knowing:
- The test must be taken within three years before you lodge, and must remain verifiable during the assessment.
- IELTS One Skill Retake and Michigan single-skill retake results are accepted.
- OET is not on EA's accepted list, even though Home Affairs accepts it for visas.
- You are exempt if you hold a UK, US, Canadian, New Zealand or Irish passport, or completed at least 92 weeks (two academic years) of study at AQF level 6 or above at a CRICOS-registered Australian institution.
Remember that EA's minimum only gets you a skills assessment. For points, you will want a much higher score. Our Australia PR points test guide explains how English scores translate into points.
How to prepare a CDR that passes
The CDR is where most negative outcomes happen. It has five parts:
- Detailed CV covering your education and employment history.
- Continuing Professional Development (CPD) statement listing courses, conferences, short courses, self-study and professional activities since graduation.
- Three career episodes, each describing a specific engineering project or period of work, with every paragraph numbered. Episodes can come from university projects or employment. If they are based on employment, an employer reference letter is required.
- Summary statement using EA's template for your occupation category, mapping each competency element to the paragraph numbers in your career episodes.
- Supporting documents: passport, photo, degree certificate, transcripts, English results and any licence or registration certificates.
Together, the three career episodes must show every one of the 16 competency elements in EA's Stage 1 competency standard for your category at least once. A good episode explains what you did, why you made the engineering decisions you made, what problems came up and how you solved them. Describing what your team or company did, without your personal contribution, is the most common weakness.
Plagiarism: the risk that ends applications
EA is explicit that presenting someone else's work as your own includes having a third party write your career episodes or summary statement. Consequences listed in EA's guide include immediate rejection, a ban on reapplying for 12, 24 or 36 months, and possible reporting to the Department of Home Affairs. Paid "CDR writing" services that reuse content from other applicants are a real risk. Getting a professional to review your structure is different from having someone write it for you.
Relevant skilled employment assessment
The RSE assessment is optional for most categories but mandatory for Engineering Manager. It matters because points for skilled employment are only safe to claim if your employment is properly evidenced. EA's rules include:
- Employment must be paid at a market or salaried rate and be at least 20 hours per week.
- Work before you completed your qualification cannot be counted.
- Study leave and parental leave are generally removed from the recognised period.
- PhD or MPhil research, and lecturer, demonstrator or tutor roles, do not count.
- Stipends, cash payments, living allowances and scholarships generally do not count.
Evidence EA expects
Employees need a reference letter on company letterhead showing employment type and pay rate, start and end dates, job title, at least five main engineering duties, the issue date, and a signature from a manager, HR or supervisor with their work email and phone number. You also need secondary government-issued evidence covering the full period, such as income tax or superannuation records (in India, Form 16 or EPF statements are the usual candidates). EA states that bank statements and payslips are not accepted as secondary evidence, and statutory declarations are not accepted as evidence either.
Self-employed engineers need client letters, invoices covering the full period, business registration, tax records, an organisation chart and business bank statements.
Step-by-step: lodging your Engineers Australia assessment
- Confirm your occupation category. Professional engineer, engineering technologist, engineering associate or engineering manager. This drives which competency standard and summary statement template you use.
- Confirm your pathway using accreditation evidence for your exact program and graduation year.
- Sit an English test unless exempt, and check the score against the post-August 2025 table.
- Gather documents and arrange authorised translations where needed. Translations must show the translator's registered ID, name and contact details.
- Prepare your CDR (if applicable) and RSE evidence.
- Create an EA portal account. You receive an account ID by email, then log in and submit under your chosen pathway.
- Decide on fast track. It costs $396 and gets you assigned within 20 business days. It does not speed up a poorly prepared file.
- Respond to any request within 30 days. You only get one opportunity to address gaps.
- Receive and verify your outcome letter on the EA portal, then lodge your EOI.
How long is an Engineers Australia skills assessment valid?
EA says its outcome letter is valid indefinitely with Engineers Australia, but the Department of Home Affairs decides how long it can be used for a visa. For skilled visas, Home Affairs generally accepts a skills assessment for three years from issue, or a shorter period if the assessing authority specifies one. Your assessment must be valid when you are invited. If your letter is getting close to three years old, EA can issue an updated outcome letter for $181.50 (incl. GST).
Once you have a positive outcome, check the specific visa criteria for your path: our guides to the 189 visa and 190 visa cover age, points and state nomination. If you work in software or IT rather than core engineering, the ACS skills assessment may be the right authority instead.
Common mistakes that lead to a negative outcome
- Assuming Washington Accord status because your country is a signatory, without checking your program's accreditation for your graduation year.
- Nominating the wrong occupation. A civil engineering degree with a career in project management, for example, needs careful occupation selection and may need a CDR.
- Generic career episodes that describe the project but not your own engineering judgement.
- Missing competency elements. All 16 elements must appear across the three episodes and be mapped in the summary statement.
- Weak employment evidence: reference letters with fewer than five duties, no signatory contact details, or payslips and bank statements used as secondary evidence.
- Claiming pre-graduation work or including unpaid internships and leave periods.
- Using an old English test or a test type EA does not accept.
- Submitting before you are ready. EA may treat a file as not assessment-ready, and you only have one 30-day chance to fill gaps.
- Using a CDR writer who reuses content. Plagiarism findings carry multi-year bans.
If your assessment is unsuccessful
EA offers a review ($368.50) and an appeal ($704). A review is usually the right first step where you believe the assessor overlooked evidence you already provided. If the problem was the evidence itself, a fresh application with a stronger file is often better. Get advice before choosing, because the wrong choice costs both money and months.

Frequently asked questions
How much does the Engineers Australia skills assessment cost in 2026?
For 2026–27, Engineers Australia charges $346.50 for an Australian accredited qualification, $555.50 for a Washington, Sydney or Dublin Accord qualification and $1,034 for a Competency Demonstration Report, all including GST. Fast track costs an extra $396 and is non-refundable. Adding a relevant skilled employment assessment at lodgement is cheaper than buying it separately later for $533.50.
How long does an Engineers Australia skills assessment take?
Engineers Australia says standard applications generally take about 15 weeks to be assigned to an assessor, and this is not an outcome date. With fast track, your file is assigned within 20 business days. Total time depends on the quality of your documents and whether the assessor asks for more information, which you must provide within a single 30-day window.
What PTE score do I need for an Engineers Australia skills assessment?
For PTE Academic tests taken on or after 7 August 2025, Engineers Australia requires Listening 47, Reading 48, Writing 51 and Speaking 54. Tests taken on or before 6 August 2025 need 50 in each component. The test must be taken within three years before you lodge. These are minimums for the assessment only; higher scores earn more points for your visa.
Is my Indian engineering degree accepted under the Washington Accord?
Only if it is an NBA-accredited program from a Tier-1 institution and you completed it on or after 13 June 2014, within the accreditation period. India's Washington Accord signatory status does not cover every Indian engineering degree. Most graduates of Tier-2 colleges, or those who finished before June 2014, need to apply through the Competency Demonstration Report pathway instead.
How many career episodes are needed in a CDR?
A Competency Demonstration Report needs three career episodes, each with numbered paragraphs, plus a CV, a continuing professional development statement and a summary statement. Across the three episodes you must demonstrate all 16 competency elements of the Stage 1 standard for your occupation category at least once, and map each element to paragraph numbers in the summary statement.
How long is an Engineers Australia skills assessment valid for a visa?
Engineers Australia treats its outcome letter as valid indefinitely, but Home Affairs decides validity for visa purposes. For skilled visas, an assessment is generally accepted for three years from issue, or a shorter period if the assessing authority specifies one, and it must be valid when you are invited. Engineers Australia can issue an updated outcome letter for $181.50.
Can someone else write my CDR for me?
No. Engineers Australia states that having a third party write your career episodes or summary statement is plagiarism. Consequences include immediate rejection, a 12, 24 or 36 month ban on reapplying, and possible reporting to the Department of Home Affairs. You can get professional feedback on structure and evidence, but the content must be your own work.
